A transmission device in a wireless communication system according to an embodiment of the present disclosure includes: a control unit that determines a maximum size of data that can be transmitted, based on network information, and determines transmission speeds of multiple transmission control protocol (TCP) connections, based on the size of the data that can be transmitted, respectively; and a communication unit that transmits data to a reception device through the multiple TCP connections based on the transmission speeds.

A method for controlling TCP congestion in a communication system provided in the present disclosure comprises the steps of: determining the maximum transmission rate of a network, while increasing the size of a congestion window at a predetermined time interval; determining a threshold transmission rate which is determined by a preset ratio with regard to the determined maximum transmission rate; and adjusting the size of the congestion window such that the current transmission rate is not less than the threshold transmission rate and the delay time is no longer than the maximum allowable delay time.
