The proposal unit proposes changing a parallel translation in the uneditable translation dictionary or the editable translation dictionary or changing selection of the uneditable translation dictionary or the editable translation dictionary, based on the uneditable translation dictionary and the editable translation dictionary that are used by the translation engine and the editing contents received by the editing receiving unit.
