With respect to the commonly accessible electronic value and specific-accessible service point that are registered in the enterprise A's issued IC card, addition and subtraction can both be executed using a specific key A registered in the company A's terminal apparatus. However, in each of the respective cooperating companies' terminal apparatus, with respect to the commonly accessible electronic value, only subtraction processing is possible using a common key registered therein.
