A received-information relay unit transmits information received from the first receiving unit to the second transmitting unit and transmits information received from the second receiving unit to the first transmitting unit. In the communication apparatus, a terminal information memory stores terminal identifiers. A sending section sends the communication information with the terminal identifiers of other terminals participating in one group to the other terminals. A receiving section receives information sent by the other terminal. A group discrimination section compares the received terminal identifiers with the stored terminal identifiers, and discriminates the group from which the received information was communicated according to the comparison.

The server stores the relationship, as a table, between the low-level layer address of each terminal connected to a corresponding segment and the corresponding high-level layer address on the basis of the collected network administration information and the network administration information included in packets transferred from other segments, and performs packet transfer between terminals through the segments by looking up this table.
