In response to the improvement, the PLMN manager unblocks the PLMN before expiration of the duration of time. By so doing, the UE may reattempt registration with the unblocked PLMN at least once before the duration of time expires, which may allow the UE to register more quickly and reestablish network services.

Based on the scanning context, the MCD can determine frequencies associated with the wireless network and scanning rates for scanning the frequencies, where each frequency can be associated with a respective scanning rate. The UE scans the first set of frequency bands (406). In response to detecting a new MCC and determining that no service is available within the first set of frequency bands (408), the UE scans a third set of frequency bands preferred by the UE within a second plurality of frequency bands corresponding to the new MCC (410). A processor may perform scans of a first acquisition database to acquire a first renewed service connection for a first subscriber identification module (SIM). The scans include first and second searches for first and second channels identified in first and second technology lists, respectively, from the first acquisition database, respectively, until either a renewed service connection is acquired or each of the first and second technology lists are exhausted. The first and second technology lists identify channels from first and second radio access technologies. A currently used channel of a second SIM acquired service is first on the first technology list. The processor may perform a full frequency scan to acquire a first renewed service connection for the first SIM in response to determining that each of the first and second technology lists were exhausted.

A mobile communication device processor may determine whether there is a likelihood of inter-RAT coexistence interference between a first RAT and a second RAT. In response to determining that there is a likelihood of interference occurring between the first RAT and the second RAT, the device processor may attempt to receive service with the first RAT and a third RAT that will not interfere with the first RAT. The device processor may monitor conditions to recognize when the likelihood of interference no longer exists between the first RAT and the second RAT, and reestablish service with the second RAT when that happens. Thus, the device processor may ensure that service is only acquired with non-interfering RATs.
