Abstract: A toner excellent in low temperature fixability and blocking resistance, and a toner binder are provided. The present invention is a toner binder containing a crystalline resin (A) having a maximum peak temperature of heat of fusion (Ta) of 40 to 100° C., a ratio between the softening point and Ta (softening point/Ta) ranging from 0.8 to 1.55, and a melting start temperature (X) within a temperature range of (Ta±30)° C., and satisfying the following requirements; and a toner containing the toner binder and a coloring agent: [Requirement 1] G?(Ta+20)=50 to 1×106 [Pa] [Requirement 2] |log G?(X+20)?log G?(X)|>2.0 [G?: storage elastic modulus [Pa], G?: loss elastic modulus [Pa]].
