    Abstract: The present technique relates to an encoding device and an encoding method, and a decoding device and a decoding method that can encode and decode high-frame-rate images by a method having compatibility with a method for conventional low-frame-rate images. A base encoder encodes conventional-frame-rate image data in high-frame-rate data as base views. A non-base encoder encodes the image data other than the base views in the high-frame-rate data as non-base views by referring to the base views. An SEI generation unit generates display control information. An antenna transmits the encoded base views, the encoded non-base views, and the display control information. The present technique can be applied to TV transmitters that transmit TV broadcasts, for example.
