The association processing unit stores the identification information acquired by the terminal ID acquisition processing unit and a use price of the facility of the user in a storage unit in association with each other. The payment processing unit executes a payment process of the use price when the user terminal is separated from a predetermined area of the facility by a predetermined distance or more after exiting the predetermined area.
