    Abstract: The method of optimizing location and frequency assignment of cellular base stations optimizes the location and frequency assignment for a group of cellular base stations to provide full coverage at a reduced cost, taking into account the constraints of area coverage, capacity of base station, and quality of service requirements for each user. A mathematical model is constructed using an integer program (IP). The base station locations are optimized to determine the minimum number of base stations and their locations that will satisfy all system constraints.
