The processing circuitry is configured to acquire first and second weather data in a first time zone and ground rainfall amount data, acquire, based on the first and second weather data, first feature values, generate learning data based on the ground rainfall amount data and the first feature values, generate, based on the learning data, a learned model, acquire first and second weather data in a second time zone, acquire, based on the first and second weather data, second feature values, acquire a parameter output from the learned model by inputting the plurality of second feature values, and generate, based on the parameter, composite rainfall amount data.
