The crust layer is formed so as to have a thickness of from 1.5 to 20 mm and an apparent specific gravity of from 0.8 to 1.7, whereas the foam layer has an apparent specific gravity of from 0.3 to 0.6. The powder materials of the foam layer and the crust layer are respectively granulated prior to firing operation. This foam glass has good impact resistance, flexural strength and machinability including cuttability.
