The storage is configured to: store information of operating devices and planning devices included in the operation planning system; store a total output required for a plurality of operating devices in a planning period of an operation plan; and store the operation plan including a combination of operating devices operating in the planning period and an output setting value for each of the operating devices in the combination. The plurality of planning devices is configured to: generate the combination satisfying the total output required in the planning period; determine the output setting value for each of the operating devices belonging to the combination; obtain combination data which is data of the combinations generated by the other planning devices; and generate the operation plan based on the combination data.

An operation technique and a repair technique are determined for each of the one or more intervals based on the pattern. A plurality of working patterns for operating the plurality of PGUs is determined in each of the one or more intervals based on determined operational technique and repair technique for corresponding one or more intervals. System determines individual power outputs to be generated by the number of PGUs determined in each of the plurality of working patterns.

A first receiver and a second receiver receive a demand response signal and an external environmental factor parameter. A pain level model shows a relationship between an indoor air temperature and a pain level. A first calculator calculates, when the appliance is not in operation, the indoor air temperature of a next sample time. A second calculator calculates, when the appliance is in operation, determines the indoor air temperature of the next sample time. A working sequence generator determines whether the appliance is or not to be operated during the next sample time. The power consumption determination unit determines power consumption consumed by the appliance before the next sample time and outputs data showing the power consumption.
