The base station device allocates second radio resource for allowing transmission of data to communication devices having the path loss equal to or greater than the threshold. The communication devices having the path loss less than the threshold transmit the data to the base station device using the first radio resource. Each of the communication devices having the path loss equal to or greater than the threshold transmit the data to the base station device using the second radio resource.
