    Abstract: A video coding method and apparatus that can allocate bits more efficiently when encoding or transcoding a moving frame is disclosed. The video coding method includes determining a frame to be dropped among a plurality of frames, generating a composite frame by obtaining a weighted sum of a frame adjacent to the frame to be dropped and the frame to be dropped, and generating a bitstream by encoding the generated composite frame.
