A resource policy is received from a mobile device. The resource policy indicates that a network resource manager associated with a wireless communications network is authorized to use the resource policy to control the resource usage of the mobile device to support a resource threshold level of the wireless communications network. The wireless communications network is associated with a service provider of the mobile device. It is then determined that the wireless communications network has met the resource threshold. Upon determining that the wireless communications threshold has met the resource threshold, the resource usage of the mobile device is limited using the received resource policy of the mobile device.
