The base station includes a transceiver, a storage, and a controller including a first control unit and a second control unit, wherein the controller is configured to perform, by the first control unit, data packing on bit unit information including information related to the data and information related to a modulation type, transmit, by the first control unit, the bit unit information on which the data packing is performed and additional information to the second control unit, modulate, by the second control unit, the data based on the bit unit information on which the data packing is performed, and generate, by the second control unit, a signal to be transmitted to the terminal, based on the modulated data and the additional information.
