    Abstract: Provided is an oil-in-water cleansing cosmetic composition. The oil-in-water cleansing cosmetic composition comprises: (A) carboxylic acid-modified silicone that is liquid at 50° C.; (B) 3 to 80 mass % of an oil agent relative to the total mass of the cosmetic composition; (C) water; and (D) a basic compound. An amount of an ionic surfactant other than the carboxylic acid-modified silicone (A) that is liquid at 50° C. is 10 mass % or less relative to the total mass of the cosmetic composition. In general, the oil-in-water cleansing cosmetic composition quickly blends with makeup grime, has a high makeup removing effect, and has excellent stability.
