A radio base station eNB according to the present invention is configured to determine whether or not to change the connection destination of a mobile station UE from a small cell #1 to a small cell #2 while the mobile station UE is performing CA by using the macrocell and the small cell #1, based on at least one of the congestion status in each of the small cell #1 and the small cell #2 and the communication quality in each of the small cell #1 and the small cell #2.
