    Abstract: In systems and methods of managing push-to-talk registration of a wireless device, a network attachment request is received from a wireless device in a first geographic service area, a service plan identifier associated with the wireless device is received, and based on the service plan identifier a domain name node network address is provided to the wireless device. A network address of a push-to-talk application node associated with a second geographic service area is determined based on the domain name node network address. The wireless device is then registered in the first geographic service area with the push-to-talk application node associated with the second geographic service area.

A network node of the first network can receive a request from a wireless device associated with the first network to establish a data communication session over a second network through an access node of the second network. A status of the access node of the second network can be determined based on an access node identifier. A location of the wireless device can be determined at the network node of the first network. A network condition of the first network can be determined based on the location of the wireless device. The request to establish the data communication session over the second network can be granted when the network conditions of the first network are less than a threshold and the access node of the second network does not have an approved roaming status.

If a mobile location server (MLS) sends a location-determination message to a mobile station and does not receive a response back from the mobile station, there is a chance that the mobile station is not provisioned with a correct address of the MLS and that the mobile station therefore did not respond. To help jump start the location-determination process, the MLS may respond to that situation by instead causing a trusted server such as an over-the-air-service-provisioning (OTASP) server to send a location-determination message to the mobile station, triggering a response from the mobile station.
