The droplets include at least one volatile active component having an average clogP value of at least 2; and a plurality of hydrophobically modified particulate materials including (i) core particulate material and (ii) a hydrophobic ingredient. The water-soluble dried particles exhibit a surface oil level of less than 0.3%.
