The mounting base plate and a sleeve extend from the plate for receiving an outrigger pole holder. The outrigger pole holder includes an arcuate tube rotatably journaled within the mounting base sleeve. The arcuate tube has an upper end portion extending outward of the sleeve for receiving an outrigger pole and a lower end portion of the arcuate tube has a nut for removably coupling with the mounting base socket. Once a desirable orientation is selected, engaging the hex-nut into the hex-nut socket prevents rotation of the pole holder. The outrigger pole includes a plurality of elongated tubular sections of successfully smaller cross-section telescopingly joined to form the outrigger pole for adjusting the outrigger pole between a retracted position and a fully extended position.
