When the level of liquid in the tank is at or above the predetermined level, the valve is in the stop position and blocks the flow of fuel out of the lower end of the lower passage.

An airtight passage connects the inner sealing space to an interior of the storage tank. The system may also include a venting system including a tank vent passage between the storage tank and an end of the fill passage and an atmospheric vent passage between the tank vent passage and the external atmosphere.
