    Abstract: Permanent concrete wall construction disposed adjacent the face of an excavation cut in the earth and having a base comprising a plurality of soil anchors extending into the earth through the face of the excavation cut. The soil anchors include reinforcing elements which have a definite lifteime in excess of 50 years. The soil anchors have proximal extremities which extend outwardly away from the face of the cut. A permanent concrete wall extending upwardly from the base of the excavation with the proximal extremities of said soil anchors being buried within the concrete wall. The concrete wall has a finished architectural surface formed as an integral part thereof.
