    Abstract: An elastomer composition that includes a mixture of at least 50 parts per hundred rubber (phr) of a saturated elastomer and less than 50 parts per hundred rubber of an unsaturated elastomer. The mixture is halogenated after vulcanization producing an elastomer material having a tack at least 60 percent lower than a saturated tack of a composition having the saturated elastomer mixed with between about 40 phr and about 50 phr of the unsaturated elastomer, wherein the composition is vulcanized but not post vulcanization halogenated.
