The controller is operable to receive temperature or flow values of a fluid passing through the HVAC equipment. Using the received temperature values of the fluid passing through the HVAC equipment, the controller calculates a measured value of HVAC usage of the HVAC equipment. The measured value can be in units of energy or in dollars.
