In the method, an access network device receives a positioning reference signal from a terminal, determines a positioning measurement result based on the received positioning reference signal, and sends, to a location management function network element, the positioning measurement result and information about an antenna port corresponding to the positioning measurement result or information about a time error corresponding to the positioning measurement result. The location management function network element may determine a location of the terminal based on the information, to, for example, eliminate impact of time errors corresponding to different antenna ports on a positioning result, and improve positioning precision of the terminal.

A terminal device in a non-connected state obtains, using a radio resource control release (RRC Release) message or a paging message, timing advance indication information, for example, a radio network temporary identifier (RNTI) of a timing advance command (TAC), a timing advance command sending period, timing advance command duration, and a timing advance command reception window. Therefore, the terminal device in the non-connected state can determine a TA value based on the timing advance indication information.
