According to the method for preparing cationic liposomes, toxic organic solvents are not employed and thus it is possible to produce liposomes safe for the skin at mass scale by using a high-pressure emulsification device. In addition, the cationic liposomes prepared by the above method have excellent formulation stability, and are positively charged, so that the skin absorption ability of active ingredients loaded therein may be enhanced.
