In one example, a method includes acquiring a plurality of reports detailing the usage and availability of a packet-switched network, classifying, based on the plurality of reports, a plurality of hosts in the packet-switched network, identifying, based on the classifying, a first host of the plurality of hosts from which to reclaim an Internet Protocol asset, and reclaiming the Internet Protocol asset from the first host and reassigning the Internet Protocol asset to a pool of available Internet Protocol assets.
