A communications network system may include a first cellular network device configured to: receive service data adaptation protocol (SDAP) data from a user equipment (UE) device, the SDAP data comprising a SDAP header; identify a service chaining function (SFC) service identifier of the SDAP header; determine that the SFC service identifier is indicative of a SFC service profile, the SFC service profile indicative of quality of service (QOS) traffic characteristics; identify a SFC traffic flow associated with the SFC service identifier; and transmit the SDAP data to a second cellular network device; and wherein the second cellular network device is configured to: receive the SDAP data from the first cellular network device; and transmit the SDAP data to a service function of the system.

A UE initiates a radio resource control (RRC) resume procedure with a resume cause value of “mt-SDT” in an RRC resume request when a mobile terminated small data transmission (MT-SDT) indication for the UE is included in a received paging message and a set of conditions for initiating MT-SDT have been fulfilled. The UE initiates the RRC resume procedure with a resume cause value of “mt-Access” in the RRC resume request message when the set of conditions for initiating MT-SDT have not been fulfilled. A first node, such as a gNodeB or an eNodeB, can perform operations that include receiving a resume request from a user equipment (UE) that is in an inactive state, the resume request including a small data indication, where context information for the UE resides at a second node; transmitting a retrieve UE context request to the second node, the retrieve UE context request including the small data indication; receiving a UE context response from the second node; transmitting, by the first node, a resume response to the UE to cause the UE to switch to a connected state; processing uplink data from the UE; and transmitting a release message to the UE to cause the UE to switch to the inactive state. The release message can be based on RRC release information received from the second node.

The UE can encode the eBSR for transmission to a next generation node B (gNB), wherein the eBSR includes information identifying the number of small packets pending for transmission. Some embodiments include a user equipment (UE) that supports simultaneous connectivity with a source 5G Node B (gNB) and a target gNB during a handover. Some embodiments include the UE receiving source path data packets from the source gNB and target path data packets from a target gNB. The UE performs a first reorder of the one or more source path data packets and the one or more target path data packets by sequence number (SN), and the UE performs header decompression on the reordered source path data packets, separately from the reordered target path data packets. After the header decompressions the UE performs a second reorder of the source path data packets and the target path data packets together by SN, and discards any duplicate data packets based on SNs.
