The method includes establishing, by a source wireless device, a direct communication connection to a target wireless device and requesting wireless communication system information to be sent from the target wireless device and activating an adaptive OOS scan on the target wireless device if the source wireless device and target wireless device are connected to the same wireless communication system and using the same RAT. The method also includes instructing the adaptive OOS scan on the target wireless device to pause the standard OOS scan when both the source wireless device and target wireless device are OOS, and the adaptive OOS scan on the target wireless device to resume the standard OOS scan after the source wireless device has performed the standard OOS scan and finds an acceptable communication connection.

Primary network entity sends a request to local network controller that ensures interoperability and reduces delay in setting up voice/data connection. The local network controller forwards the request to the central network controller that identifies the destination intermediate network entity. If the destination intermediate network entity is present in the same network as the source intermediate network entity, the central network controller assigns an IP address and establishes a traffic engineered tunnel which in turn establishes the voice calls/data connection between the primary and the secondary network entity. Otherwise, the voice calls/data connection is forwarded to a Remote Anchoring Gateway.

If no network traffic is detected for an integral number of TBTT (Target Beacon Transmission Time) intervals immediately prior to a current TBTT interval, and if no network traffic is detected for a first time slot in the current TBTT interval, then the soft access point sends a CTS (Clear-to-Send) packet addressed to itself to quiet the network for a second time slot and enters a low power mode for the second time slot. At the beginning of a third time slot, the soft access point puts itself into an active mode and monitors network traffic.
