The apparatus includes an auxiliary bit adding unit configured to add padding bits to information bits, a convolutional turbo code (CTC) encoder configured to encode the padding bit-added information bits using turbo codes to generate coded data, a padding removing unit configured to remove the padding bits from the coded data, and a transmission processing unit configured to transmit the padding bit-removed coded data. The auxiliary bit adding unit adjusts the length of the padding bits according to a maximum size of an input that can be processed by the CRC encoder, and adds the length-adjusted padding bits to the information bits. Limited radio resources can be effectively used and the efficiency of data transmission can be improved.
