    Abstract: Methods, systems, and devices are described for managing data connectivity at a user equipment (UE). The managing may include determining that all traffic of all PDN connections of the UE is currently offloaded to a Wireless Local Area Network (WLAN) access network and then refraining from transmitting and receiving data over Wireless Wide Area Network (WWAN) PDN connections while all traffic of all PDN connections of the UE is offloaded to the WLAN access network. In response to detecting a triggering event, a PDN connection may be established with at least one of an available WWAN access network or the WLAN access network, according to a current WWAN camping status of the UE and a WLAN offload policy.

According to aspects, a device may transfer context of the IP session to the second RAT network if a session is successfully negotiated in the second network prior to expiration of the second timer and the first and second networks share a common core network for IP services.

If any resources are deemed to be congested, then congestion of the congested resources may be relieved by controlling utilization of the congested resources by at least one client. In one design, flow control may be performed for at least one data flow to relieve congestion of the congested resources. A pattern indicative of when to send messages enabling data transmission and when to send messages disabling data transmission may be selected. Messages may then be sent in accordance with the pattern to control transmission of data for the at least one data flow. Another pattern with a higher ON fraction or a lower ON fraction may be selected based on usage of the congested resources.

The UE may retain an EPC IP context in a suspended state while the UE is in the non-EPC RAT, and revive the context when the UE returns to the EPC RAT. The apparatus suspends and retains the EPC context when moving from an EPC capable network to a non-EPC capable network, and resumes the suspended EPC context upon returning to the EPC capable network.
