The GCM identifies a transfer agent to handle the transfer, and allocates a portion of shared bandwidth. If insufficient bandwidth is available or transfer agents are unavailable, the requested transfer may be placed in a queue and transfer occurs when bandwidth and agents can accommodate the request. The GCM may prioritize and re-prioritize transfers, such as based on the sender, content, and so forth.
