Each of the N payloads includes a payload header. Each payload header included in each of C payloads among the N payloads includes packet oriented header information and an FEC delivery block oriented header information fragment. The packet oriented header information is applied to a related payload, and the FEC delivery block oriented header information fragment is generated by fragmenting FEC delivery block oriented header information applied to the N payloads.
