Abstract: A hair cosmetic composition containing or being prepared by blending a component (A), a component (B), and a component (C) below: component (A): a cationic surfactant, component (B): an amphoteric surfactant, and component (C): one or more kinds selected from the group consisting of a nonionic surfactant (C1), a modified silicone having a cationic group (C2), and a sugar alcohol having 4 or more carbon atoms (C3), having a mass ratio [(B)/(A)] of 0.4 or more and 5 or less, having a content of a higher alcohol of 0.1% by mass or less, and being used by filling up a non-gas type foam discharge container, and hair cosmetics using the hair cosmetic composition are provided.
