Each item (20) comprises a stem (90) and a list of response alternatives (100). Both the stem (90) and the list of response alternatives (100) each comprise a plurality of objects (110). The blueprints allow a user to create and immediately use the items (20) without having to conduct empirical tryouts. Tests can be administered either as fixed-content paper tests, fixed-content computer tests, or adaptive-content computer tests.
