The dispensing device has a conveying device for conveying the fluid from a container, which can be actuated by means of an actuating lever, the actuating lever being lockable against undesired actuation by means of a locking device. For unlocking, the actuating lever is preferably displaceably mounted. The dispensing device may additionally comprise a securing device which secures the actuating lever against unlocking by means of the locking device. Furthermore, a dispenser for dispensing a fluid with a container and a dispensing device is proposed.
