The device may determine that a congestion level, associated with the device, satisfies a threshold value. The device may identify a second user device that has been allocated a second resource associated with the device. The second user device may not be associated with the closed subscriber group. The device may enable the first user device to preempt the second user device. The device may remove, for the second user device, access to the second resource based on enabling the first user device to preempt the second user device and based on the second user device not being associated with the closed subscriber group.
