The composition characteristically comprises a limited amount of a partially saponified polyvinyl alcohol having an average degree of polymerization of 150 to 600 and a degree of saponification of 20 to 55% as a special additive in an amount of 0.8 to 5.0% by weight based on the PVC resin.
