    Abstract: A method for encoding a video signal that includes determining a bit budget for a current precinct, determining a quantization parameter for the current precinct based on the determined bit budget, and determining a bit budget for sign information of the wavelet coefficient information based on that the number of significant bits of the wavelet coefficient information is greater than a truncation position. The method also includes performing quantization on the wavelet coefficient information based on that the significant bit number of the wavelet coefficient information is equal to the truncation position, such that the quantization is skipped based on that the significant bit number of the wavelet coefficient information is greater than the truncation position.
