The computing device partitions the 360 video into a plurality of regions and determines a pixel number for each of the plurality of regions. The computing device also determines a distortion level for each of the plurality of regions and performs bitrate allocation for each of the regions based on one or more of: the corresponding pixel number and the corresponding distortion level.
