The controller judges that the fixing belt is rotating in a case where the temperature detected by the temperature sensor alternately increases and decreases in a state that the heat source is heating the fixing belt, and judges that the fixing belt is not rotating in a case where the temperature detected by the temperature sensor does not alternately increase and decrease in the state that the heat source is heating the fixing belt.
