Young's modulus of the primary coating layer 16 is 1.2 MPa or less and Young's modulus of the secondary coating layer 17 is 800 MPa or more. Sulfur content of the surface of the glass optical fiber 13 is 0.2% by atom or more. Sulfur is not present in the vicinity of the outer periphery of the primary coating layer 16.

This IGCC plant control device (50) is provided with an air separation amount determination unit (52) which determines the production amount of nitrogen gas produced by the ASU depending on the operating load of the IGCC plant, and supplies to the coal gasification furnace the entire amount of oxygen gas generated as a byproduct in response to the determined nitrogen gas production amount. The optical fiber produced by this production process does not deteriorate in low-temperature transmission loss, because the primary resin coating layer is inhibited from generating voids even when having a low Young's modulus.
