An electrical length of the element is not less than a wavelength corresponding to a central frequency of a desired frequency band, and is double the wavelength or less. The element includes a first segment disposed on a first plane, and a second segment disposed on the first plane or on a second plane which is opposed to the first plane with a gap and is parallel to the first plane, the second segment extending in parallel to the first segment.
