The light receiver outputs a signal to show a light reception result of equal to or less than a threshold amount of light indicating that the reflected light is not received in response to proximity of the object being within a range of a predetermined distance.

This configuration reduces the occurrence of welding cracks during TIG welding, that is, realizes excellent hot crack resistance, and allows for easy production of a weld joint having high strength and excellent cryogenic impact toughness.
