Uniformity calculation unit is activated when the first selection unit selected a plurality of candidate routes. The uniformity calculation unit calculates uniformity of each candidate route by evaluating the channel capacities of the inter-node links. The second selection unit chooses one of the candidate routes based on the calculated uniformity.
