An error amplifier includes a phase compensating filter that generates a feedback signal corresponding to the switching pulse. The error amplifier generates an error signal corresponding to a difference between the input signal and the feedback signal. A pulse modulator includes an oscillator that generates a carrier signal having a variable frequency. The pulse modulator pulse-modulates the carrier signal according to the error signal, so as to generate a pulse modulated signal. The phase compensating filter is configured such that its frequency characteristics can be adjusted according to the frequency of the carrier signal.
