If a decoding time required to perform the decoding process under the first condition is equal to or longer than a prescribed time period, the controller allows the decoding unit to finish the decoding process for a current frame. If the coding time is shorter than the prescribed time period, the controller designates a second condition as to the attributes for the current frame to cause the decoding unit to perform the decoding process on those codes streams that satisfy the second condition.
