    Abstract: The present invention comprises: a learning model storage unit that stores a learning model trained by a neural network having, as an input value, a training image obtained by photographing used wet hand towels stored in a collection box from above, and having, as an output value, the number of used wet hand towels; a reception unit that receives an estimation image obtained by photographing the used wet hand towels stored in the collection box from above on a mobile terminal; an estimation unit that uses the learning model stored in the learning model storage unit and estimates, by means of the neural network, the number of used wet hand towels from the estimation image received by the reception unit; and a transmission unit that transmits an estimation result estimated by the estimation unit to the mobile terminal.
