An information processing apparatus determines a vehicle order that is an order of priority related to the movement of each of target vehicles to be moved by the mover who works to move the vehicles inside the predetermined region among the vehicles, on the basis of the type of a current stopping spot and the type of a destination stopping spot for each of the target vehicles and the movement order.
